Since 2001, Hydro-Québec has been carrying out oil exploration on Anticosti Island. Seven years later, they had found nothing. In 2008, Pétrolia, a private oil producer, signed an agreement with Hydro-Québec to continue oil exploration and on the money that Quebec would receive if it found oil. Pétrolia discovered $75 billion worth of oil and Quebec will receive a small sum of $2.3 billion. Pétrolia has the right to extract oil anywhere on the island except in the two national parks. Should we take the risk of breaking a fragile and unique ecosystem to make money in the short term? To answer this ethical question, we will examine the positive and negative effects of oil extraction in different regions that have decided to engage in the oil industry. These regions are closely linked to our case and we will end with the possible solutions available to Anticosti. First, we will examine the positive effects of oil extraction on Anticosti Island. This discovery will have a positive impact on the economy of the province of Quebec. In many cases, we can clearly see that the economy becomes richer after oil extraction. For example: “In 1997, the Canadian oil industry supplied approximately $15 billion worth of crude oil, natural gas, natural gas liquids and refined petroleum products to meet our domestic energy and petrochemical needs. Without the industry, we would have had to spend at least as much money on imported supplies. Additionally, we received $25 billion in revenue from oil exports in 1997. This $40 billion boost to the economy transformed a potential trade deficit of $16 billion into a trade surplus of $24 billion. dollars” (Bott, 1999, p. 89).
