The processes of cooperation and integration between countries are very important in the modern world. At present, a deep influence and interrelation between countries is noticeable. The result of these processes should in the future be a completely free transfer of goods, services and objects of intellectual property, capital and human resources. At the same time, there is still a significant gap between the levels of economic development of countries around the world. This imbalance creates a collision between two different global trade policies. Some countries liberalize international trade, others advocate protectionism to support their domestic market by using trade barriers and restrictions. One manifestation of this collision is dumping. There should be communication between authorities on both sides of the trade process, as an exporter and importer, as dumping threatens to harm the domestic market. The best way to interact is through an independent arbitrator. The World Trade Organization (WTO) itself assumes this function. This conflict of interest could be resolved by anti-dumping legislation - a powerful instrument for regulating international trade. The general meaning of the term "dumping" is "unfair export", which means exporting goods at an unreasonably low price, which is much more difficult to solve. that the price in the country of origin or the costs of production of these goods are considerably lower. Dumping as a legal definition of "unfair export" first appeared in the early 20th century. The first country to adopt anti-dumping regulations was Canada in 1904. New Zealand did so in 1905, Australia in 1910 and South Africa in 1914.
