“Some who promised Nirvana were peddlers eager to sell their products. Others are activists convinced of the need for fundamental change. A few are politicians driven by election deadlines. But rarely did reformers starting from scratch, with their prefabricated innovations, truly understand the tenacity of school grammar or the need to adapt change to local knowledge and needs. (p. 132). Tyack and Cuban wrote that having high goals is an essential part of any reform, but having high, realistic goals is also essential. As observed in 2000, none of the ambitious goals of America 2000 were actually achieved, and not all of the ambitious goals of No Child Left Behind were achieved in 2014. Veteran teachers eventually become desensitized to the many reforms that are thrown at them, especially if the teacher is defeated before even starting with unrealistic remarks
