CAN-SPAM Act -2003“The CAN-SPAM Act, a law that sets the rules for commercial e-mail, establishes requirements for commercial messages, gives recipients the right to ask you to stop sending them emails. , and provides for severe sanctions in the event of violation” (Fingerman, 2004). Information technology and the Internet have introduced the term Spam; irrelevant or inappropriate messages sent over the Internet to a large number of recipients. But any irrelevant and unclear information distributed in mass by any type of media can be considered as spam. Before information technology, spammers used telegrams to send unsolicited commercial telegrams promoting their business. During the Great Depression, wealthy Americans were inundated with unclear investment marketing offers. Advances in information technology have made it possible for people to connect through the Internet. The rise of the Internet has made it easier for spammers to use electronic mail systems to send mass unsolicited messages (spam), particularly advertising, indiscriminately. The year 1997-2000 marked the Internet boom with the daily appearance of dot com companies. The Internet changed the way we did business and contacted customers every day. The volume of spam increased exponentially after the Internet boom. Spam marketing hackers were hijacking commercial sites and using them to send spam. The price of marketing email spam was much lower than paper or direct mail. With a paper marketing campaign, one buyer's response per 100 mailings was enough to even out expenses, whereas with spam, one buyer's response per 100,000 was enough to make a profit (Fingerman, 2004).
