Western Feminism and DevelopmentWestern feminism began to primarily emphasize the role of women in development during the 1970s, which is known as the "second wave » of feminist movements. Ester Boserup, a Danish economist, analyzed development as an ideology that excluded women and proposed changing the examination of established development processes and policies in her book "The Role of Women in Economic Development" in the 1970s. Aguinaga et al (2013) mention that Boserup's book gave rise to the first World Conference on Women, which the United Nations declared the following decade "Women's Decade" and institutionalized women's perspective in the framework of development on July 2, 1975 in Mexico. Until the 1970s, women were seen in development policies only as submissive beneficiaries, as mothers and housewives, while training, technology and finance were in the hands of men. The Western model became popular through development programs and the model focused on the household as the standard beneficiary unit and women as dependents, responsible for the household. Specifically, the model viewed men as breadwinners with paid employment. Therefore, the involvement of the UN has led to the inclusion of women in the areas of development and development-related resources and has led to concepts such as "Women in Development" (WID), "Women and Development" (WAD) and “Gender and Development” (GAD). A large number of NGOs were involved in “Women in Development” (WID), which was programmed so that women could access funds and be included as program beneficiaries in the development process.
