“Starting on April 6, 1994, Hutus began massacring Tutsis in the African country of Rwanda. As the brutal killings continued, the world stood idly by and watched the slaughter take place. Lasting 100 days, the Rwandan genocide left approximately 800,000 Tutsis and Hutu sympathizers dead” (Rosenberg 1). When Rwandan President Habyrimana was killed in a plane crash, unrest and massacres began. A series of events escalated the violence until two ethnic groups were engaged in a bloody battle: the Hutus and the Tutsis. Throughout the Rwandan genocide, Tutsis were targeted because the death of President Habyrimana and the problems of social and economic life were blamed on them, resulting in the 100-day genocide. The assassination of President Habyrimana sparked political unrest in Rwanda. While flying in a plane, an unknown killer shot down the plane. There were no survivors of the accident. That day, violence broke out in Rwanda because Hutus believed that Tutsis were responsible for the death of their president. Originally, the terms "Tutsi and Hutu" were based on the amount of livestock a person owned. The Tutsis were those who owned livestock while the others were Hutus. These social groups were not set in stone, as they could change through marriage or the purchase of livestock. Subsequently, when the Germans took control of Rwanda, the terms began to identify a racial group. Since the Tutsi looked more like Europeans, having lighter skin and taller appearance. As a result, they were given greater responsibility, which upset the Hutus. Then, World War I broke out, giving Belgium control of Rwanda. The country required everyone to have an identification card, explaining whether someone is Hutu, Tutsi, or Twa (hunters) (Rosenberg 4). This is an international tribunal that was created to keep international law intact in Rwanda. During the genocide, there were millions of law violations in Rwanda and neighboring states between January 1 and December 31, 1994. The goal was to create and maintain peace within and near of Rwanda (International Criminal Tribunal for Rwanda) (UN ICTR). The main reason why the Rwandan genocide did not end sooner is that the United Nations made minimal effort to intervene and help the falling country. The job of the UN is to protect the people of the world, stop fighting between countries and uphold international law. None of this was accomplished during the Rwandan genocide. To prevent future genocides, the United Nations must intervene to stop any major massacres before they begin.
