Regulating the risks taken by banks is believed to help smooth the credit cycle. After the 2008 financial crisis, the Dodd-Frank Act created the Financial Stability Oversight Council (FSOC), which authorized systemic risk oversight and reduced the number of banking regulatory agencies. The Dodd-Frank Act enabled and authorized surveillance by the Fed and the Federal Deposit Insurance Corporation (FDIC) of the largest financial companies.
