First impressions are the most important factor determining the likelihood of further communication between parties in the future. Meeting and exceeding first impression expectations sets a baseline standard for how future meetings or correspondence will run. Failing to meet or exceed these expectations decreases the likelihood of further communication. The following performance measures serve as a standard for ensuring positive first impressions with issue stakeholders: • Introduce yourself, shake hands, make eye contact, then engage in small talk on a neutral topic; • Demonstrate a friendly disposition to encourage open communication, avoid sitting or standing with arms crossed; and, • Demonstrate that you are well informed about the government's views on the issue as well as other key stakeholders. This builds the confidence to meet and exceed their expectations. Reinforcing behaviors, such as combining words of encouragement with nonverbal gestures such as nodding, warm facial expressions, and maintaining eye contact, are ways to encourage openness in others.
