This essay will examine the following statement in relation to the reforms proposed in the Health and Social Care Bill 2011: “The funding and delivery of health and social care services high quality are problematic for all governments, regardless of their political beliefs” I will provide an overview of the Bill and investigate through the Bill's critical analysis recommendations for clinical commissioning. This will allow me to illustrate the issues surrounding the provision of a high quality care service that a changing society requires and the challenges this poses to policy makers who champion the ideology of the NHS.
