    Terrorism focuses on a one-sided belief that dictates the mass destruction of national institutions, foundations and symbols. This is a philosophy that does not conform to common sense. Terrorist acts are a matter of individual psychology, relentless ideology, religious commitment or political passion. The most devastating terrorist attack in the United States took place on September 11, 2001. Other American attacks have been the Manhattan attack in 1997, the Anthrax attack in 2001, a previous World Trade attack Center in 1993, the Wall Street bombing in 1920, and the Kalama City bombing in 1995 (Askshintala, 2013). Terrorist attacks also took place in Israel, Greece, Chechnya, the border between Russia and European countries, and India (Askshintala, 2013). All of these and other less devastating attacks have become an international legal debate over terrorism. Terrorism should be criminalized under international law. During the 21st century, acts of domestic and international terrorism have increased significantly. The international community of nations therefore faces the challenge of adopting a common approach to the treatment of terrorism as an international crime. The current challenge is for the international community of nations to adopt a common approach to treating terrorism as an international crime (Lawless, 2008). In fact, terrorism is an international crime and requires the international community to act to prevent terrorism and punish individuals committing acts of terrorism (Lawless, 2008).
