    For this reform to occur in a system where underlying issues are the focus of treatment, a new type of staff will be needed. As the system becomes more treatment-oriented, new government workers will need to be better trained in many areas. There would be a need for trained staff to identify underlying issues, treat the problems, and supervise offenders while they are in the recovery phase of the correctional process. If the offender is allowed to work on the issues that caused his criminal actions while remaining in society, he would benefit from not having to rehabilitate once he leaves the prison environment. This would be accomplished through more community corrections and probation. Correctional system staff will need to be more specialized in certain aspects of the process and be more of a specialist than a general practitioner. The new professional would be more educated and better trained. They would have a narrower scope, making them better equipped to provide the service needed for correction.
