NCO Managing Director Gar Finvold decided to review NCO's position in the market and look for improvement opportunities that would change the implementation and ensure that NCO would emerge and maintain its position as a leader in support services computer science. According to Spector (2013), Finvold noted that there are four areas where technical functions or activities would benefit from a change in organizational design. • Cultural Climate – The climate must shift from one of indifference to customer needs. Also, because NCO monopolized the computer technology market and customers overpaid for their services. Employees lacked motivation to respond to customer requests. Therefore, it was noted that the environment needed to change from one of indifference to one of meeting the needs of their customers. The environment will now focus on working directly with clients; allow questions, comments and customers to be part of the implementation team. • High costs – In this particular case, it was noted that there were no policies or controls in place to control the excessive budgets of each department. With the decision of the president of the National Banking Group to transform NCO into a profit center (Spector, 2013). Finvold, determined that cost-cutting measures were necessary to control center budgets and implement procedures all of which must be approved by NCO's Chief Financial Officer. The president of the bank has defined the guidelines to be respected for the new direction of the division. Part of the plan is to reach out to employees and guide new behaviors toward the new visions. This is clearly a good way to open the lines of communication between staff and customers. Additionally, rewarding employees fairly and equitably will help NOC in its redesign efforts.
