    Hurricane Katrina was one of the deadliest and costliest hurricanes to hit the United States in decades. The economic losses were extraordinary; However, it was the human losses that deeply pinned the Americans. The media brought graphic images of the destruction of New Orleans into our homes. Its mayor had ordered a mandatory evacuation of the city and yet 150,000 citizens remained. Like most people in the country, I asked myself, “Well, why did they stay?” If a mandatory evacuation is ordered, it goes without saying that the state authorities consider the situation precarious.” Only recently, when I read reports of the slow rebuilding of New Orleans, did I really think about the undisclosed factors that lead to such devastation. After working with the lower socio-economic segment of our county's population, it is clear to me that if a natural force were to strike areas where many survivors were present, the number of casualties would be very high. The inhabitants of these areas are marginalized by their community. They lack basic necessities such as transport and live in unsanitary conditions. ...
