Religious schools may have fees to pay, but they still receive financial assistance from the state. Private schools generally receive little or no state funding. All citizens of Trinidad and Tobago pursuing higher education at accredited local and regional institutions are eligible to benefit from the Government Tuition Assistance (GATE) program. Undergraduates benefit from free tuition fees and postgraduate students can access scholarships covering up to a maximum of 50% of their tuition fees. The Ministry of Science, Technology and Higher Education's Higher Education Loan Program (HELP) also offers low-interest loans to finance any aspect of students' higher education. This has led to a significant increase in the enrollment rate in higher education (UNESCO and International Bureau, 2010).
