DiscussionPublic administration is one of the many academic disciplines considered as practical sciences. The study of public administration is further explored in the study of business administration. A study of public administration first modified in the United States of America by Woodrow Wilson as the founding father. At that time, the system of public administration in the United States of America, based on a spoils system, close to corruption and inefficiency, diminished the performance of the public sector. Woodrow Wilson recognized that the principles of business administration could be used to run a professional government so that it could counterbalance the private sector that grew massively during this era. Although in the midst of all this, politics still participates as a dynamic of the public, because politics in public administration is a tool to achieve governance. We cannot discuss public administration partially or separately, because public administration is a very broad knowledge and involves the human as an essential element to organize and regulate human relations. Administration is any cooperative activity between two or more people based on specific rationality to achieve set goals. Any human activity in social relationship is an activity of administration, because a human being is a social creature and cannot live alone, he absolutely needs help, he always stays in contact with each other and requires the the involvement of other human beings in one's activity. But each area or region has its own historical roots, its own culture and its own law. The implementation of an administration applicable in one region or in a certain country may not necessarily apply to other regions or countries. According to Wilson, the science of administration is closely related to two main things: "what can be done by government" and "how government does it effectively and efficiently." Based on the notion of Woodrow Wilson, we can believe that the role of government administration is positive in supporting the democratization of a country in order to achieve the national goal and mission. Public administration is essentially concerned with the question of how to strive to do the right thing and do things well. In other words, public administration is not only interested in effective ways of carrying out democratization, but also in the ability to set a goal of democratization itself, in particular in the form of conducting a efficient public service as the embodiment of the guarantee of constitutional rights that belong to all citizens.
