Background Universal Health Care SystemOne of the oldest health care systems was established in Germany in 1889 by the social legislation of Otto von Bismarck. The bills included were the Sickness Insurance Bill of 1883, the Old Age and Disability Insurance Bill of 1889, and the Accident Insurance Bill of 1883. The Sickness Insurance Bill of 1883 National Insurance from 1911 in Britain covered most employed people. It also funded dependents if families had contributed for at least five years. This coverage lasted whether families worked or not. This law was amended in 1948 when the National Health Service revised the law to ensure that only legal residents benefit from this plan. Many universal health care systems emerged after World War II. During this period, governments wanted to protect their populations with a health system that could be evaluated by everyone. All countries collaborated to sign the Universal Declaration of Human Rights of 1948, in which the United States refused to "ratify the social and economic rights of Article 25, the right to health" (http: //en.wikipedia.org/wiki/Universal_health_care#History). It is horrible that many people in America are uninsured. Many are beginning to wonder who is at fault. People have started to lose hope because the health care plan is not what it should be and they cannot find an affordable health care plan. Other countries use the universal health plan which has been shown to be more effective than the current US system; in fact, dollar for dollar, some countries outperform the United States by 500% or more. In Germany, all workers devote 8% of their income to the healthcare system.
