This is a plan that, with the help of the state and responsible students, would enable students to obtain at least a associate degree (White House 2015). Although his plan is specific to community colleges, we can modify it to fit the four-year public university. His plan is to “strengthen student accountability and reduce the cost of college for all Americans: students who attend at least half the time, maintain a 2.5 GPA while in school, and make steady progress toward completion of their program (White House 2015). His plan also addresses the problem of employment out of college, in which colleges will have to offer career training programs with high graduation rates and leading to degrees and certificates in high demand among employers (White House 2015). His plan also includes an incentive to help students pay for books and transportation costs, and to provide academic advising and supportive planning programs to better meet the needs of participating students, resulting in greater gains in college persistence and degree attainment (White House 2015). How can we make this a reality? Ensure shared responsibility with states in which “federal funding will cover three-quarters of the average cost of a college education.” States that choose to participate will be required to contribute the remaining funds necessary to eliminate tuition costs for eligible students.
