In public policy implementation, plans are developed, budgets are determined, leadership and organizational structure are established, workers are hired, and services or products are provided. It is in implementation that public policies become real. In reality, it is also in implementation that policies succeed or fail. If the implementation plans are good, the program, project or policy envisaged in the legislation can be developed, evaluated and improved. If the implementation plan is poor, for whatever reason, the policy may fail or even make it past the planning stages. Implementation is what the public sees of the policy process, the tangible/intangible finished product. We will explore the different stages of the process. Many people view public policies as deliberate responses or deliberate actions to alleviate systematically identified problems and needs through legitimate means. It is commonly accepted that government policies aim to resolve or at least address major social and economic problems. However, there is generally some disparity between the average citizen's perception of political processes and the outcomes and realities of policymaking. Public policy is defined as the organizing framework of objectives and rationales for government programs that address specific societal problems. (Milakovich 2009) policies are more often the product of responses to particular circumstances or problems rather than the result of deliberate actions. According to Milakovich, policy development can be described as occurring in four stages. The first is a legislative stage involving both Congress and the president and often experts in the field (public administrators), during which basic legislation is drafted...... middle of paper... ...implementation, and (3) to influence the responses of actors in the program's external political environment. In conclusion The policy-making process is a complex, poorly coordinated process that goes through many stages and ultimately fails. The policy development process includes four stages: legislative, administrative, implementation and review stages. All of these elements are important for the success of a policy. If something is missing at any level, an entire policy could fail. As public administration becomes a field of study, bureaucrats will be able to provide their expertise at various stages to ensure successful implementation of policies in both the public and private sectors.
