institutions that open campuses abroad are private, although globally, most U.S. schools opening IBCs tend to be public (Lane & Kinser, 2011a). The American Council on Education's "Comprehension Internationalization" model aligns the mission of institutions with globalization initiatives, policies and programs. Global internationalization, a concept developed by ACE, is a strategic and coordinated process that seeks to align and integrate policies, programs and initiatives to position colleges and universities as more globally oriented and connected internationally (Olson, Green and Hill 2006). ACE recommends that institutions focus on six essential areas before exploring opportunities to globalize their respective academic programs: 1. Articulated institutional commitment by ensuring that the institutional mission and key stakeholders promote and support internalization, establish “key performance indicators” required for goal setting and accountability measures. 2. Administrative structure and staffing, consistency of practices and operations of staff responsibilities for supervision and management of internationalized campuses and activities, 3. Curriculum, co-curriculum and learning outcomes providing opportunities universal learning guides to students by indicating academic courses, research studies and program designs. 4. Faculty policies and practices influencing the development of comprehensive curricula, student learning, cultural awareness, and continuing faculty development. 5. Student mobility promoting national and international studies on board programs with efforts to support education and cultural exposure. 6. Collaboration and partnership creating mechanisms for expanding institutions and collaborations strengthening global partnerships “Brian Circulation”. Track results by administering assessments for program planning and continually supporting governance
