The proposed bill has many negative aspects. First, the question of ethics and morals comes into play. In my opinion, it is not a good thing to pay someone to prevent them from committing crimes. The idea of paying criminals not to commit crimes almost amounts to corruption. Additionally, paying criminals to stay safe from crime does not solve the problem, but rather sweeps it under the rug.
