President Franklin D. Roosevelt's New Deal was a set of economic programs that were developed and proposed from 1933 to 1936. The goals of this package were to relieve farmers. , business and financial reform, and economic recovery during the Great Depression. Among many other new laws aimed at helping the economy recover, the NIRA was born. The National Industrial Recovery Act (NIRA) was created by Roosevelt to address the needs of industry, labor unions, and even consumers, by promoting cooperation among businesses while establishing codes for fair competition among industries. Most importantly, the NIRA's goal was to put people back to work and fight the Great Depression. According to Roosevelt, the NIRA helped everyone involved in a business all the way down to the consumer. In doing so, he put the men to work to put his plan into action and put it on paper. With multiple men working on the project, there were bound to be slightly different ideas about how the law should work, which is why two separate groups of administration officials proposed two different versions of the law. Roosevelt brought the two groups together to work on a proposal sharing ideas from both sides and by May 15, the bill was ready for Congress to consider (Industrial Recovery: Reviving America's Heart). After the Senate made its decision, the NIRA was signed on June 16, 1933 and was divided into two parts. The first part of the NIRA was industrial recovery.
