This is due to economic conditions that continue to deteriorate as communities struggle with increased unemployment, dilapidated housing, and a shortage of affordable housing. Flint/Genesee County is facing a crisis due to a declining job market due to the closure or relocation of jobs, including Delphi or General Motors factories, located in the county. Unemployment remains one of the main causes of homelessness. Other causes include lack of alignment in landfill policy between the county and state, lack of affordable and safe housing, funding reductions, lack of local government commitment, and decline in private resources available. 30% of all housing stock in the city of Flint is in disrepair.
