    In 1998, a study by the Higher Education Research Institute and the University of California at Los Angeles reported that "30 percent of undergraduates have reported having completed a service-learning course.” The following year, the percentage of freshmen with volunteer experience increased to 75 (Perry 96). Writer Joellen Perry claims that between 1984 and 1997, “the number of high school students involved in service learning jumped 3,663 percent” (96). This proves that high schools should already know that colleges are looking at how involved students are in their community. Therefore, it should not be considered a necessity to require public service from students before they are allowed to enroll in a higher education institution.
