The purpose of this essay is to explain why it will be difficult to explain biological warfare with SCOT theory, actor-network theory and theory of technological systems. Social Construction of Technology (SCOT) is a theory introduced by Weiber Bijker that explains the connection between the social and technical processes of a technology or artifact. Bjiker argued that technology is shaped by human engineers, market forces, and consumer needs and demands. At SCOT, technology is a social construct. Because technology is socially constructed, it involves flexibility of interpretation, stabilization, and closure. Biological warfare cannot be explained by SCOT theory because stabilization and closure, which are the cornerstone of SCOT theory, are not clearly apparent in the dynamics of biological warfare. In the area of ​​biological warfare, rhetorical closure has not yet been achieved within the international community.
