    Inaugural International Leadership Conference ICCIn 2016, Brunei Darussalam aims to be ranked among the top 30 countries in the world and top 5 in Asia in the e-assessment survey United Nations government. Brunei uses the United Nations e-Government Survey as a benchmark to measure its e-government development. Today, it is with great pleasure that we announce that Brunei’s aspiration to achieve this goal is now a reality. The United Nations survey on e-government is conducted by the Division of Public Administration and Development Management. The survey report is published every two years to compare e-government progress made by 193 United Nations member states. There are 4 main key indices used to measure the progress of e-government, namely e-participation; online services; telecommunications infrastructure and human capital index. It was recognized that the key element that required more effort and collaborative engagement was the provision of online services. Let’s share experiences of Brunei’s e-government journey and the challenges faced during its implementation. The e-government journey began in 1997, when a national IT strategic planning framework was formulated and the first national IT strategic plan took off in 2000. The national IT strategic plan, IT 2000 and beyond, aims to promote effective application of IT in the public and private sectors, improving the level of IT literacy and ensuring sufficient supply of IT-skilled manpower to enable growth. E-government initiatives have been taken up by HM Government to improve the efficiency and effectiveness of its services. A national committee was created to assist in the implementation of e-government program action plans. The BNice project is one of the projects that contributed to the significant improvement in Brunei's ranking in the United Nations e-Government Assessment Survey. In conclusion, it turns out that the main challenges in the implementation of e-government projects are mainly related to people problems. and those related to organization and culture rather than technology. The ability to change people's mentalities and therefore behaviors is a key success factor. By having a clear, shared vision and collaborative senior management commitment to enable and manage strategic change, any challenges related to people issues can be addressed accordingly. The ability to change the way of thinking and continuously streamline the government process will result in better service delivery and also make the citizen happy and satisfied..
